Recent anti-ABS legislation in Colorado and Illinois seems to have dominated headlines over the past couple of months. There is likely more to come on this front, unfortunately. 

But there have been some positive developments as well. On May 15, 2026, the Utah Supreme Court announced that the Sandbox is now in Phase 3: Implementation. During this phase they will focus on sunsetting the Sandbox and institutionalizing reform efforts.
